New York State address structures are so confusing because “city” can basically mean a city, town, village, borough, or postal locality depending on where you are. Then NYC has five boroughs, the Bronx is officially the Bronx, Queens has its own numbering system, and none of it fits neatly into the standard street → city → state → ZIP model.
